Mission Linen Supply, a leader in textile rental and buy direct programs, announced on April 13 that it has been awarded a two-year contract from the new California-based airline Virgin America. Under the agreement, Mission Linen will be the provider of white linen napkins for the airline. Virgin America serves San Francisco, Los Angeles, Boston, Cancun, Chicago (starting May 25, 2011), Dallas-Fort Worth, Fort Lauderdale, Las Vegas, Los Cabos, New York, Orlando, San Diego, Seattle, and Washington D.C. Mission Linen Supply plants in Chino, Sacramento and Dallas will provide the linen service for the California and Texas airports. The Santa Barbara linen and uniform company has partnered with other suppliers outside their five-state coverage to complete the service for Virgin America.

As part of its launch of new agricultural equipment for 2011, John Deere has created an innovative, interactive new website – JohnDeere.com/unlock – to give growers an early preview of the new John Deere 7R Tractor, combines, and other new equipment, the company announced April 4. The Unlock website will feature regularly updated webisodes depicting key features of the new 7R Tractor and combines over the next several months. The first webisode introduces the Guetterman farm family of eastern Kansas and the features they look for in a new row-crop tractor.

On March 9, Terex celebrated the official grand opening of the new Terex Aerial Work Platforms (AWP) Changzhou manufacturing facility, located in a business park close to Shanghai, China. The new facility, built to serve as the product development, parts distribution and service center for China, is approximately 260,000 square feet and is part of Terex AWP's global expansion plan to produce local products for local markets. The facility offers a massive factory floor designed to employ the lean production methods of the Terex Business System. It also includes a showroom to display finished products and a training area for customers, dealers and team members.

The Wacker Neuson Group exceeded its own forecasts for revenue and earnings in 2010, according to a company report released on March 24. The company is leveraging its strong financial position during the economic upturn. Wacker Neuson expects strong growth to continue through 2013. In 2010, the economic upturn in Europe and the Americas revived key target markets for Wacker Neuson: construction and — as the year progressed — also agriculture. The Group benefited from an increase in demand for light and compact equipment. Customer investments were fuelled by the need to replace existing equipment and by government-funded infrastructure programs.

The April 15 Cal-Chamber Alert newsletter reported that numerous health care benefit mandates that only exacerbate the problem of rising costs will be considered by legislators following their spring break. Benefit mandates increase health care premiums. This year alone, the Legislature will be considering at least a dozen new mandates — proposals that require health plans to cover specific health care treatments, services, supplies or drugs — along with the many currently imposed benefit mandates.

Senator Bob Huff, who serves as the Senate Republican Caucus Chair and represents portions of Los Angeles, Orange and San Bernardino Counties, has introduced legislation that will allow government agencies to contract out for supplies and services with private business, according to an April 14 article on foxandhoundsdaily.com. His goal is to make government operations more affordable and efficient by encouraging competition among private market service and equipment providers.

An April 11 article on latimes.com reported that money from the federal government is flowing into California's small-business loan programs. The state received about $56 million by last month as a first payment. Eventually, under the federal Small Business Jobs Act passed in September, the programs could get a total of $168 million. The funds will be used to help back loans to small businesses that don't qualify for conventional loans.

The purpose of this CARB advisory is to provide clarity regarding the Air Resources Board’s enforcement of the Carl Moyer On-road Voucher Incentive Program (VIP) requirements. The VIP is a streamlined voucher program that provides funding opportunities for small fleets (three vehicles or fewer) to quickly replace or retrofit their older heavy-duty diesel vehicles. Small fleet owners that operate vehicles with 2002 or older model year diesel engines may be eligible for funding towards the purchase of a vehicle that has a 2007 or newer engine. Small fleet owners that operate vehicles with 2004-2006 model year diesel engines may be eligible for funding towards the purchase of an exhaust retrofit.

The purpose of this advisory is to explain administrative changes in implementing the requirements of the Truck and Bus Regulation. The reporting date for fleets to report information about vehicles that qualify for the agricultural vehicle extensions and about two engine street sweepers with Tier 0 auxiliary engines is being postponed from March 31, 2011 to April 29, 2011. Also, the date that agricultural vehicles that meet the requirements for the extension must be labeled is being postponed to June 1, 2011. In addition, the definition of "Farming Business" is being clarified. Fleets that choose to take advantage of the phase-in option, other provisions, or credits, will need to report by January 31, 2012 and are not required to report now.

The Off-Road Diesel Vehicle Regulation applies to all self-propelled off-road diesel vehicles over 25 horsepower used in California, except personal use vehicles, vehicles used solely for agriculture, vehicles that are awaiting sale (rental vehicles are not exempt), vehicles covered by the cargo-handling rule or vehicles that can only be moved on rail.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 (Senate Bill 1997) and 1990 (Senate Bill 2330) to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations — CCR Title 13, Sections 2180-2189 for HDVIP; and CCR Title 13, Sections 2190-2194 for PSIP — governing these programs were last amended in 2007.
