CRA's 2014 Rental Rally Tradeshow is scheduled for January 14 and 15 in Southern California, at the Fairplex in Pomona. Ford, America’s truck leader, will offer the 2014 F-150 with the ability to run on compressed natural gas, making Ford the only manufacturer with an available CNG/LPG-capable half-ton pickup. The 2014 Ford F-150 with 3.7-liter V6 engine will be available this fall with a factory-installed, gaseous-fuel prep package that includes hardened valves, valve seats, pistons and rings so it can operate on either natural gas or gasoline through separate fuel systems. When the 3.7-liter V6 F-150 is equipped with a CNG/LPG engine package, it is capable of achieving more than 750 miles on one tank of gas, depending on the tank size selected. The Ford F-150 averages 23 mpg on the highway.

In recent days, national Democrat leaders and even California Congressman Jerry McNerney (D-Pleasanton) have refused to speak out against the despicable actions of Anthony Weiner and Bob Filner. By not condemning Weiner and Filner’s unacceptable behavior towards women, McNerney’s silence speaks for itself. Jerry McNerney may think it is okay to look the other way. He may not want to rock the powerful Democrat special interest machine. He may fear that if he talks about it, it will expose the Democrat’s national mantra about a war on women for exactly what it is – hypocritical, one-sided and false. Or maybe he just doesn't care enough to speak up. But I do.

The August 16th CalChamber Alert newsletter reported that the Assembly Natural Resources Committee has passed a California Chamber of Commerce-opposed "job killer" bill that dramatically increases penalties for a single-day violation triggered by a release of an air toxic contaminant. SB 691 (Hancock; D-Berkeley) dramatically increases existing strict-liability penalties for nuisance-based, nonvehicular air-quality violations without adequately defining what types and levels of pollution would trigger those penalties. Businesses, public agencies, universities, power producers and hospitals are among entities subject to the increased penalties.

The August 16th CalChamber Alert newsletter also reported that another opposed "job killer" bill that locks in an automatic 25 percent minimum wage increase far exceeding any reasonably expected rate of inflation was held on the Senate Appropriations Committee suspense file on August 12, pending a review of the bill’s fiscal impacts. AB 10 (Alejo; D-Salinas) unfairly imposes an automatic $2 increase in the minimum wage over the next five years, that will continue to increase costs on employers of all sizes, regardless of other economic factors or costs that California employers are struggling with to sustain their business.

The August 14th release from the U.S. Energy Information Administration (EIA) reported that new traffic patterns are emerging in crude oil movements. There has been much discussion about the resurgence in U.S. crude oil production and the resulting abundance of crude in the Midcontinent and the Gulf Coast. On the West Coast, however, crude oil production has been declining, especially in Alaska and California, and as a result, crude oil supply patterns to West Coast refineries have been changing. Currently, there are no major pipelines moving crude to the West Coast from east of the Rockies. Marine transport to the West Coast involves a lengthy and expensive trip from the U.S. Gulf Coast through the Panama Canal. The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations, title 13 CCR, sections 2180-2189 for HDVIP, and title 13 CCR, sections 2190-2194 for PSIP, governing these programs were last amended in 2013. The HDVIP program requires heavy-duty trucks and buses to be inspected for excessive smoke and tampering, and engine certification label compliance. Any heavy-duty vehicle traveling in California, including vehicles registered in other states and foreign countries, may be tested. Tests are performed by ARB inspection teams at border crossings, CHP weigh stations, fleet facilities, and randomly selected roadside locations. Owners of trucks and buses found in violation are subject to minimum penalties starting at $300 per violation.

Owners or operators of portable engines and certain other types of equipment can register their units under the Air Resources Board's (ARB) Statewide Portable Equipment Registration Program (PERP) in order to operate their equipment throughout California without having to obtain individual permits from local air districts. As of January 1, 2013, the Portable Engine Airborne Toxic Control Measure (ATCM) fleet standards went into effect. The ATCM requires owners of portable engines to submit a statement of compliance signed by a Responsible Official to the Air Resources Board by March 1, 2013. In addition to the statement of compliance, a summary that identifies each portable engine in the fleet and the associated emission rate (g/bhp-hr) must be included.

The regulation requires diesel trucks and buses that operate in California to be upgraded to reduce emissions. Heavier trucks must be retrofitted with PM filters beginning January 1, 2012, and older trucks must be replaced starting January 1, 2015. By January 1, 2023, nearly all trucks and buses will need to have 2010 model year engines or equivalent. What's New? This area of the Off-Road Mobile Sources website pertains to off-road large spark-ignition (LSI) equipment greater than 25 horsepower and powered by gasoline and liquefied petroleum gas (LPG), and other alternate fuels — forklifts, airport service vehicles, large turf care equipment, portable generators, and other agricultural, construction and industrial equipment. Posted August 13, 2012: ARB has received U.S. Environmental Protection Agency authorization to enforce the Large Spark-Ignition Engine Fleet Requirements Regulation (LSI Fleet Regulation), including the fleet average emission level standards. Enforcement Advisory 441 announces that all provisions of the LSI Fleet Regulation are enforceable and that ARB intends to commence enforcement of all its requirements. ARB has updated the LSI Fleet Regulation tutorial to reflect regulatory changes that were adopted in December 2010, and changes became effective December 14, 2011.

The Fleet Average Calculator is an Excel spreadsheet designed to assist fleet owners in calculating their Fleet Average Index and Fleet Average Targets, based on the equipment model year and horsepower input. The calculator allows fleets to experiment with different turnover, repower, and retrofit strategies to plan for compliance with the in-use off-road diesel vehicle regulation.

The Truck and Bus Regulation will reduce diesel exhaust emissions from privately owned and federal government diesel trucks and buses. Privately and publicly owned school buses have different requirements and do not need to be reported.
