A company press release announced that Equipment Today tabulated the inquiries received on new products featured in the publication and on the website over a 12-month period to determine the top-rated products for 2011. Manufacturers were able to receive only one award, so the winning product represents the single highest lead-generating product for the company for the specified time frame.

A fleet of JCB machines is hard at work on the other side of the world helping kick off preparations for the 2014 World Cup. The machines, backhoe loaders and Loadall telescopic handlers, have been pressed into service at the Governador Plácido Castelo Stadium in the city of Fortaleza, Brazil. They are working on a major project to extend the stadium, which will host six games at the FIFA 2014 World Cup.

Volvo Rents has acquired Great Plains Rental, a southern Oklahoma-based equipment rental company with stores in Ada, Ardmore, Duncan and Durant, Okla. Great Plains was founded by Bill Clark and his brother Todd in 2001. Volvo Rents has also acquired Max Equipment Rentals, a two-location construction equipment rental company with stores in Oceanside and Perris, Calif. The acquisition comes two months after Volvo Rents’ purchased SoCal Rental Equip Rent, bringing Volvo Rents’ California’s locations to seven.

In the March 16 Alert Newsletter, the California Chamber of Commerce announced that it is supporting Proposition 28 on the June ballot and opposing Proposition 29. The CalChamber Board of Directors voted in March 2011 to support an initiative constitutional amendment that altered the term limits created when voters approved Proposition 140 in 1990. The initiative is on the June 2012 ballot as Proposition 28: Limits on Legislators’ Terms in Office. Initiative Constitutional Amendment. Katy Grimes, Calwatchdog.com news reporter, reports in an article on FoxandHoundsDaily.com that the Assembly Speaker and fellow Democrats are aggressively pushing a dangerous business-killing bill, designed to penalize out-of-state businesses operating in California. AB 1500, by Assembly Speaker John Perez, D-Los Angeles, would raise taxes on businesses and employers who operate inside California, but are headquartered out-of-state. Labor Code Section 204 provides that wages must be paid at least twice a month on pay days designated in advance. This section further provides that on semi-monthly periods ending on the 15th, the employer has until the 26th to pay wages.

John Nelson, past president, National Association of Health Underwriters & Co-CEO, Warner Pacific Insurance Services, reports on FoxandHoundsDaily.com that the new federal health care law, The Affordable Care Act, includes several provisions designed to help small businesses pay for and maintain health insurance for their employees, including a new Small Business Health Care Tax Credit which provides a credit equaling up to 35 percent of the health insurance premium costs that a small business incurred for insuring its employees. To qualify, an employer must have fewer than 25 full-time equivalent workers and must pay average annual wages below $50,000. In California it is estimated that more than 630,000 small businesses may be eligible for the credit.

The California Air Resources Board is now offering a lease-to-own financing opportunity that encourages small business owners to replace their older diesel trucks with clean new equipment. For 2012, engine manufacturers are required to produce engines in all power categories that are certified to the Interim Tier 4 level. Engines that were produced under the "flex" provisions of either 40 CFR part 89.102 or 1039.625 will continue to be eligible for initial registration in PERP. ARB will accept initial registration applications for non-flex Tier 3 engines rated at 75 to 750 bhp and also non-flex Tier 2 engines rated over 750 bhp only until June 30, 2012. On July 1, 2012 to apply for initial registration in PERP, all non-flex diesel engines rated 50 bhp and above must be certified to the interim Tier 4 emission standard. The fleet standards from the Portable Engine ATCM take effect January 1, 2013.

The Air Resources Board announced on March 5 that during the fourth quarter of 2011 it settled 33 cases of air quality violations by trucks and buses, mostly for failure to properly conduct and pass self-inspections aimed at measuring vehicle smoke emissions to ensure state requirements are met.

The California Air Resources Board announced on March 9 that it had fined Donaldson Company, Inc. $103,000 for selling illegal diesel filter systems to be used on trucks and buses in California. An investigation by the Air Resources Board showed that Donaldson sold 103 filter systems that did not include a back pressure monitor, a device essential to the performance of both the filter and the engine of the vehicle.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Programs were adopted in 1988. The HDVIP program requires heavy-duty trucks and buses to be inspected for excessive smoke and tampering, and engine certification label compliance. Any heavy-duty vehicle traveling in California, including vehicles registered in other states and foreign countries, may be tested. Tests are performed by ARB inspection teams at border crossings, CHP weigh stations, fleet facilities, and randomly selected roadside locations. Owners of trucks and buses found in violation are subject to minimum penalties starting at $300 per violation.

This area of the Off-Road Mobile Sources website pertains to off-road large spark-ignition (LSI) equipment greater than 25 horsepower, including farm, construction and industrial equipment, powered by gasoline and liquefied petroleum gas (LPG), and other alternate fuels. Typical applications that use LSI engines include forklifts, specialty vehicles, airport service vehicles, large turf care equipment, portable generators, and a wide array of other agricultural, construction and general industrial equipment. The regulation will reduce diesel exhaust emissions from privately owned and federal government diesel trucks and buses. Privately and publicly owned school buses have different requirements and do not need to be reported. Smaller fleets can enter their information directly online. Larger fleets can use an upload spreadsheet to report vehicle information in batches rather than one vehicle at a time. Fleet owners who already created an account with the Tractor Trailer GHG reporting or the Off-Road reporting systems, can use the same user name and password.
