Deere & Company is a member of the Coalition to Save Our GPS that released a study on June 22 reporting the potential of a negative impact on the U.S. economy of $96 billion if a proposal under consideration by the U.S. Federal Communications Commission (FCC) before the FCC gains final approval. Deere stated that the proposal jeopardizes use of the Global Positioning System (GPS) in agriculture and construction equipment.

On July 12, the Board of Directors of Cummins, Inc. announced the retirement of Tim Solso, 64, the Company’s Chairman and Chief Executive Officer since 2000. Solso will be succeeded by Tom Linebarger, Cummins President and Chief Operating Officer. Linebarger, 48, has been with Cummins 17 years, and was formerly President of Cummins Power Generation and served as the Company’s Chief Financial Officer. He will assume his new role on January 1, 2012.

A $1 million gift to the University of Arkansas-Fort Smith Foundation from Baldor, a member of the ABB Group, has been given in honor of John McFarland’s 41 years of service to Baldor Electric Co. The gift, which was announced June 24 at Baldor’s 2011 World Sales Meeting, will establish the John McFarland and Baldor Scholarship for Technology and Applied Sciences. McFarland, former chief executive officer and chairman of the board at Baldor, began his career with Baldor in 1970 while a student at UA Fort Smith when it was Westark Community College.

On June 13, Volvo Rents announced the acquisition of Sampson Equipment Company, a three location equipment rental company based in the Salt Lake City area of Utah, with stores in Murray, Ogden and Draper. To capitalize on the economic upturn, Volvo Rents is embarking on a new course, where it will not only operate a franchise network of rental stores but will manage and grow a network of company-owned stores.

A California Chamber of Commerce-opposed "job killer" bill that creates uncertainty, increases the complexity in the health care system and will lead to higher costs for employers and employees was the subject of testimony before the Senate Health Committee the week of July 1. AB 52 (Feuer; D-Los Angeles) imposes implementation fees on health insurers to support additional bureaucracy and to regulate rates without addressing the costs that drive the rates.

The California Air Resources Board announced recently that Cummins, Inc., a manufacturer of heavy-duty diesel engines, paid $500,000 for violating a 1998 settlement agreement and failing to properly retest its engines already in use.

The ARB adopted amendments to the Statewide Portable Equipment Registration Program (PERP) that took effect on February 19, 2011. Starting on this date, ARB will begin issuing new registrations and renewals with the new requirements. A brochure with more information about the 2011 PERP amendments is available. ARB has a brochure available for your rental customers informing them of their requirements when using rented portable engines such as power generators, compressors and pumps that have been registered in the PERP Program. Engines registered in PERP are piston-driven engines having a rated brake horsepower of 50 and greater (> 50 bhp). Carl Moyer Memorial Air Quality Standards Attainment Program provides incentive grants for cleaner-than-required engines, equipment and other sources of pollution providing early or extra emission reductions. Eligible projects include cleaner on-road, off-road, marine, locomotive and agricultural sources. The program achieves near-term reductions in emissions of oxides of nitrogen (NOx), particulate matter (PM), and reactive organic gas (ROG) which are necessary for California to meet its clean air commitments under the State Implementation Plan. The Off-Road Diesel Vehicle Regulation applies to all self-propelled off-road diesel vehicles over 25 horsepower used in California, except personal use vehicles, vehicles used solely for agriculture, vehicles that are awaiting sale (rental vehicles are not exempt), vehicles covered by the cargo-handling rule or vehicles that can only be moved on rail.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 (Senate Bill 1997) and 1990 (Senate Bill 2330) to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations — CCR Title 13, Sections 2180-2189 for HDVIP; and CCR Title 13, Sections 2190-2194 for PSIP — governing these programs were last amended in 2007.
