Baldor announced in a May press release that it has enhanced its fast turnaround gearbox assembly operation, which now has access to a large extensively-equipped machine shop, to the point where it can provide European customers with a same-day build service. Capable of building custom-configured power transmission products within hours of order placement, the new UK-based assembly line can produce high efficiency gearboxes and gearmotors in a wide range of models and sizes from the renowned Dodge Quantis family. The Quantis product line is also directly interchangeable with most other leading gearmotor products for ease of replacement.

On June 8, Wacker Neuson announced the official beginning of construction at the new Wacker Neuson plant in Hörsching (Upper Austria). According to the current schedule, the first compact equipment should be rolling off the production line as early as the beginning of May 2012. The new production plant is being built on a 160,000 m2 plot of land, giving Wacker Neuson huge scope to expand production capacity as needs evolve. It will also bring new jobs to the region.

A California Chamber of Commerce-supported job creator bill that expands options for local governments to build and invest in infrastructure projects, as well as other alternative project delivery methods, is moving in the Legislature. SB 475 (Wright; D-Inglewood/Emmerson; D-Hemet) creates private sector construction-related jobs and investment in infrastructure by providing local governments more flexibility and authority to use public-private partnerships.

The week of June 10 he reported that Debra Figone, City Manager of San Jose, submitted a resolution to the Council requesting State grant funding that will be used toward improving pedestrian and bicycle transportation infrastructure within the city. San Jose submitted a grant request to the Metropolitan Transportation Commission (MTC) for $486,546 to be used during the 2011-2012 fiscal year.

The Air Resources Board announced on June 9 that since January 1, it has settled 33 cases involving air quality violations mostly by trucks and buses, primarily for failure to properly conduct and pass self-inspections aimed at measuring vehicle smoke emissions to ensure state requirements are met. Of the nearly $244,000 collected, approximately $188,000 went to the California Air Pollution Control Fund to support air quality projects and research to improve California's air quality. An estimated $56,000 went to the Peralta Community College District to fund emission education classes at participating California community colleges under the California Council for Diesel Education and Technology program.

Some chemical characteristics and natural impurities in diesel fuel can affect exhaust emissions from diesel engines, can damage or impede the operation of emission control devices, and can increase secondary pollutant formation in the atmosphere. EPA, which has a mandate to assure healthy air quality, has regulated highway diesel fuel quality since 1993 and most recently established low sulfur requirements in diesel fuel starting in 2006. The California State's Energy Almanac website reported on the status of gas prices on June 13. Still on a downward trend for a sixth week, regular dropped several cents, sending the price lower than last week's price. The average price in California for regular gasoline decreased 5.4-cents from the previous week. The average statewide price for regular was $3.940. Mid-grade and premium prices decreased as well. The national average for self-serve regular is at $3.713, down 6.8 cents from the previous week. This is 22.7 cents lower than the price of regular in California.

NEW! At the December 17, 2010, Board Hearing the Air Resources Board voted on major amendments to the off-road regulation, which delay the first compliance date to no earlier than January 1, 2014, for all fleets and make other significant changes. The Knowledge Center has been updated to reflect those changes, and staff has posted a new fact sheet describing the December 2010.

The ARB adopted amendments to the Statewide Portable Equipment Registration Program (PERP) that took effect on February 19, 2011. Starting on this date, ARB will begin issuing new registrations and renewals with the new requirements. ARB has a brochure available for your rental customers informing them of their requirements when using rented portable engines such as power generators, compressors and pumps that have been registered in the PERP Program. Engines registered in PERP are piston-driven engines having a rated brake horsepower of 50 and greater (> 50 bhp). Carl Moyer Memorial Air Quality Standards Attainment Program provides incentive grants for cleaner-than-required engines, equipment and other sources of pollution providing early or extra emission reductions. Eligible projects include cleaner on-road, off-road, marine, locomotive and agricultural sources. The program achieves near-term reductions in emissions of oxides of nitrogen (NOx), particulate matter (PM), and reactive organic gas (ROG) which are necessary for California to meet its clean air commitments under the State Implementation Plan. The Off-Road Diesel Vehicle Regulation applies to all self-propelled off-road diesel vehicles over 25 horsepower used in California, except personal use vehicles, vehicles used solely for agriculture, vehicles that are awaiting sale (rental vehicles are not exempt), vehicles covered by the cargo-handling rule or vehicles that can only be moved on rail.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 (Senate Bill 1997) and 1990 (Senate Bill 2330) to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations — CCR Title 13, Sections 2180-2189 for HDVIP; and CCR Title 13, Sections 2190-2194 for PSIP — governing these programs were last amended in 2007.
