John Deere Forestry, the world's leading manufacturer in forestry equipment, recently participated in the demolition phase of ABC TV's "Extreme Makeover: Home Edition" by providing two 648H Skidders and a team of equipment experts to help tear down the existing home of a makeover beneficiary family. One of the Skidders was operated by guest star Gabe Rygaard of the History channel's "Ax Men." The episode, which benefitted the Lampe family, aired Sunday, Jan. 9, at 8 p.m. ET/7 p.m. CT on ABC.

Terex Corporation announced in January that it appointed Doug Friesen as senior vice president, Terex Business System (TBS). Friesen is currently vice president and managing director, Terex Cranes Demag, in Zweibrucken, Germany. He will transition to his new role over the next several months and report directly to Ron DeFeo, Terex chairman and chief executive officer.

CalChamber's Alert Newsletter recently reported on the state's water status, stating that early measurements of California’s snowpack are in, raising hopes for water users around the state. The mountain snowpack, a key source of water supply throughout the year, is at about twice its average volume of water for this time of year following a large storm that covered California with precipitation in late December. That storm dumped a deep layer of snow over the state’s high country, bringing snowpack levels to above 50-60 inches, the highest in 17 years. Reservoirs are exceeding time-of-year average, even though multiple dry years still have left many reservoirs below capacity.

CalChamber's Alert Newsletter reported on Governor Jerry Brown's State of the State address on January 31, in which he again urged the Legislature to act on his budget proposal. Brown called for the two parties to work together to make the necessary budget cuts. Brown has called for roughly half of the $25 billion budget shortfall to be closed with budget cuts and the other half through an extension of taxes that are set to expire later this year. He urged that those tax extensions be put up for a referendum in June.

Last week foxandhoundsdaily.com reported on Governor Jerry Brown's efforts to push job creation, while also calling for the extension of $14 billion in taxes. During his campaign, job creation and retention was a prominent theme in Brown’s speeches, and as governor, his recent State of the State address also stressed the need for creating new jobs. Brown has been pushing for creating green-energy and manufacturing jobs, investing in education and infrastructure, and improving job-training programs. However, Brown is also calling for the "temporary" extension of $14 billion in taxes, leading some, who prefer permanently reducing volatile state revenues to help make California a competitive job creator again, to question the benefit of this "temporary" fix.

CARB
This program provides incentive grants for cleaner-than-required engines, equipment and other sources of pollution providing early or extra emission reductions. Eligible projects include cleaner on-road, off-road, marine, locomotive and agricultural sources. The program achieves near-term reductions in emissions of oxides of nitrogen (NOx), particulate matter (PM), and reactive organic gas (ROG), which are necessary for California to meet its clean air commitments under the State Implementation Plan. On January 5 California Air Resources Board Chairman Mary D. Nichols issued the following statement regarding her reappointment by Governor Brown: "I am delighted to join the Brown administration and be reappointed as Chairman of the California Air Resources Board. I look forward to continuing the work of ARB to clean California's air, protect the public's health, and help drive the development of clean and more efficient energy sources and technologies to power our state's economy and generate new, green jobs."
 
 
In a December 30 press release, the California Air Resources Board announced that it has distributed over $1 million to community colleges and a state clean air fund as a result of settlements with over 62 companies that violated clean air laws. California law requires that companies doing business in the state meet clean air standards and routinely check to make sure their equipment complies with ARB rules.

The Off-Road Diesel Vehicle Regulation applies to all self-propelled off-road diesel vehicles over 25 horsepower used in California, except personal use vehicles, vehicles used solely for agriculture, vehicles that are awaiting sale (rental vehicles are not exempt), vehicles covered by the cargo-handling rule or vehicles that can only be moved on rail.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 (Senate Bill 1997) and 1990 (Senate Bill 2330) to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations – CCR Title 13, Sections 2180-2189 for HDVIP; and CCR Title 13, Sections 2190-2194 for PSIP – governing these programs were last amended in 2007.
