Machines made by digger firm JCB played their own small part in the Chilean mine workers’ rescue drama. A fleet of around 10 JCB products operate at the San Jose copper and gold mine in Chile's Atacama desert, where 33 miners were trapped more than 2,000 feet underground for 69 days when part of the pit collapsed on August 5th. In the minutes leading up to the successful rescue mission, a JCB 531-70 Loadall telescopic handler – made at the company’s World HQ in Rocester – arrived at the rescue shaft to deliver, on a set of forks, the capsule which brought the miners back to safety.

According to a Fresno Bee article, at a lunch conference on October 28, Federal Railroad administrator Joseph Szabo gave state officials a ceremonial $715 million check for California's high-speed rail program – funds that bring the total federal allocation for California's proposed 800-mile system to nearly $3 billion since last fall. However, federal officials have told the state that the grant must be used for construction either between Merced and Fresno or between Fresno and Bakersfield – or not at all.

Joel Fox, of Fox & Hounds Daily, foxandhoundsdaily.com, is of the opinion that Governor-elect Jerry Brown’s goal of reforming and restructuring California will follow the path of tax reform, as did Brown’s two immediate predecessors, Gray Davis and Arnold Schwarzenegger. The results of the campaign for state insurance commissioner might have high stakes for Californians, as a result of federal health care reform. "From a pocketbook perspective, the results of the insurance commissioner's race has more of an impact on the daily lives of Californians than any other race," said Doug Heller, director of Consumer Watchdog, a nonpartisan advocacy group in Santa Monica. "The insurance commissioner is often consumers' first and only line of defense against the insurance industry."

Even as the number of people working in construction increased by 5,000 between September and October 2010, the industry’s unemployment rate rose to 17.3 percent, according to an analysis of federal employment figures released today by the Associated General Contractors of America. Temporary government investments boosted commercial construction employment, offsetting further job losses in residential construction, association officials noted.

Navistar International executives reported earlier this month that their company has built and shipped about 17,000 vehicles to U.S. and Canadian customers in the past quarter, more than 15,000 of them with EPA-compliant 2010 diesels. Officials also said that they have submitted certification for Navistar's upcoming MaxxForce 15, and plan to certify the MaxxForce 13 at 0.2 gram of nitrous oxide in the next few months, far ahead of when high volume production of this version would be required.

California air regulators took steps in April of this year to delay the nation's toughest rules to slash emissions from diesel-powered construction equipment. The California Air Resources Board stated that they want to give companies more time to comply as harmful emissions have been significantly reduced because of construction in the state being down about 50 percent since the regulations were adopted three years ago.

The Off-Road Diesel Vehicle Regulation applies to all self-propelled off-road diesel vehicles over 25 horsepower used in California, except personal use vehicles, vehicles used solely for agriculture, vehicles that are awaiting sale (rental vehicles are not exempt), vehicles covered by the cargo-handling rule, or vehicles which can only be moved on rail.

The ARB's Heavy-Duty Vehicle Inspection Program and Periodic Smoke Inspection Program were adopted into law in 1988 (Senate Bill 1997) and 1990 (Senate Bill 2330) to control excessive smoke emissions and tampering from heavy-duty diesel trucks and buses. The regulations – CCR Title 13, Sections 2180-2189 for HDVIP; and CCR Title 13, Sections 2190-2194 for PSIP – governing these programs were last amended in 2007.
